Sir,

I have the honour to enclose a copy of a letter we have received from the Government of Hong Kong requesting us in future to omit the clause relating to family remittances from the Agreements into which we enter with Officers engaged for service under that Government.

2. Before complying with the request I beg to enquire whether the Secretary of State approves of our doing so. As the Colonial Government point out, officers now have other means of remitting money home from Hong Kong, and the facilities offered by the family remittance draft system are therefore no longer necessary to enable them to do so. But the system also has another advantage, in that the remittance clause in the form of agreement (which provides that the Government shall deduct each month &c. &c.) enables us when engaging a married man for an appointment, to insist on his making some regular provision for the support of his family in this country. If the system is abolished we have little doubt that money will not in all cases be sent home regularly and that we shall receive frequent complaints.
